Participating
schools are not responsible for sending fees to the Regional Fiscal
Director. Each District or Area Director will determine all entry fees for
a District/Area and then bill respective schools for the amount owed. |

AND FIELD INFORMATION

There will be two Coaches meetings on Sunday, May 1st, 2011 in the Judson High School Gym. 1A will meet at 3:00pm and 2A will meet at 4:00pm. This meeting should be attended by all schools at the meet. Meet packets and a rules briefing will be presented at the meeting. There will be no coaches meeting on Monday. Heat assignments for the finals
will be given out to coaches at a designated area near the press box elevator.

1A Regional entries will be entered by the Area Meet Directors. If the winner of the first or second, third or fourth place
in the area meet will not compete, the coach or school administrator
whose athlete will not compete should notify the Area Director and the school administrators of the fifth place winner in order that the vacancy
may be filled. The Area Meet Director will notify the Regional Directors. Substitutions and Changes will be allowed through 3:00pm Wednesday April 27th. After Wednesday scratches will only be allowed. |

2A Regional entries will be entered by the District Meet Directors. If the winner of the first, second, or third place in the District meet will not compete, the coach or school administrator whose athlete will not compete should notify the District Meet Director and the school administrators of the next place winner in order that the vacancy may be filled. Final Relay Changes are due on Monday May 2nd at the following times:
1A-8:30am. and 2A-2:00pm. Relay cards will be provided in packets and should be turned in at the coaches meeting or in the pressbox before the deadline. |

Outside of exceptions listed in the UIL Constitution and Contest Rules, the National Federation Official Rules will govern the events at the Regional Meet.

The administrative body of the Region IV A-AA track meet is the games committee. The games committee is responsible for the proper conduct of the meet. The games committee shall have general supervision of the meet and shall determine the administrative procedures, terms and conditions that will govern the competition. See rules 3-2-1& 3-2-2. The games committee consists of the Meet Director, Assistant Director and Associate Directors.

The meet referee is directly in charge of activities during the meet. The referee shall answer questions which are not specifically placed under the jurisdiction of other officials. The referee’s authority begins upon arrival at the meet site and concludes 30 minutes after the last event results have been announced or made official. See rules 3-4-1 & 3-4-2 |

A jury of appeals will be appointed by the games committee for the 2011 Region IV A & AA meet. It shall serve as the final board of appeals. A coach first appeals to the meet referee. If the coach still feels that the terms and conditions of competition or the application of the rules have been misapplied or misinterpreted, a written appeal shall be made to the jury. See rules 3-5-1 & 3-5-2 |

The Appeal Process:
- Must be made by head coach, in writing on a form provided by games committee for that purpose after filing an appeal with the meet referee.
- Must include competitor’s name, school and number, as well as the event involved.
- The specific rule in question.
- A brief description of the situation or ruling being appealed.

The appeal should be presented to the proper authority, i.e, referee, games committee or jury of appeals within designated
time limit

Video Equipment: The games committee has authorized the use of video equipment for viewing of the relay handout zones for the following races. ( 400 meter relay, 800 meter relay and 1600 meter relay) Only the equipment authorized by the game committee shall be used to view the relay handoff zones in case of an appeal. The replay shall only be viewed by the meet referee or the jury of appeals in case of an appeal. The replay will not be used to disqualify a team. |

Coaches and trainers will not be permitted on the track during the Regional Meet. All unauthorized personnel must remain completely away from the field and observers must be in the stands at the stadium. Contestants will not be allowed on the track and /or infield before the first call for their event. For schools with field event participants in the PV, HJ, LJ, and TJ; one special Coaches field event pass will be issued that will allow them access to a coaching area during the event. |

Only two contestants will qualify for the State meet. Ties will be broken according to the official rules, as listed in the Constitution and Contest Rules, the UIL Coaches’ Manual-Track and Field, and the National Federation Official Rules. |

In accordance with UIL regulations, no workouts will be permitted at D.W. Rutledge Stadium prior to the meet. Gates will open at 8:00 a.m. on Monday, May 2nd and 8:00 a.m. on Tuesday, May 3rd. |

The shot and Discus weigh-in station will be at the field house. On Monday May 2nd: 2A girls' discus from 7:00-8:15am. 2A boys' discus from 9:30-10:45am. 1A girls shot put from 12:30-1:45pm. 1A boys shot put from 3:00-4:00pm. On Tuesday May 3rd: 2A boys' shot put and 1A boys' Discus from 7:00-8:15am. 2A girls' shot put and 1A girls discus from 9:00-10:15am. |

Pole Vault weigh-in will be in the field house. On Monday May 2nd: 2A boys and girls from: 7:00-815am. 1A boys and girls from: 12:30-1:45pm. |

The shot put area and the discus area will not be open to anyone. Any coach on the track or field or in the above closed areas will be asked to leave. A roped area will be provided for coaches and parents outside of the designated
throwing area- shot and discuss are located outside of the stadium |

The no false start rule is in effect. |

Running Prelims: are heated by serpentine method using Area(1A) or District(2A) times. Lanes are randomly generated by the Hy-Tek computerized program.
Running Finals: The fastest 8 times will advance to the finals. Lane assignments are based on times run in prelims. (4-5-3-6-2-7-1-8) Results can be found on www.regionivtrack.com |

The 400 meter relay, the 800 meter
relay, and 400 meter dash will be run in lanes assigned throughout
the entire race. |
20. |
The 800 and 1600 meter will start from one-half
stagger and break at the pole. The 3200 meter
run will be a waterfall start. |

The 1600 meter relay will use a three turn
stagger. The first lap will be run in lanes all the way. The second
runner breaks for the pole after the first curve. |

Protests must be filed in writing within 30
minutes of the conclusion of an event. Protest forms will be in
the packets. A location will be designated for lodging protests. |

Coaches may not look at pictures of finishes. If a coach has a question, the coach should request in writing that the meet referee review the picture.

No Cell Phones or walkie-talkies will be allowed on the field of competition |
25. |
There will be no tents or camps inside our outside of the stadium (all under the bleachers) |
26. |
All contestants must use ¼ inch spikes. |
Coaches and administrators of Region IV Districts with Region
IV passes will be admitted free to the stadium. Contestants with
Region IV numbers will be admitted free to the stadium. Region
IV track workers will be admitted either with passes or an official
Region IV hat. No other passes will be accepted at the gate. Each
school district in region IV AA will receive 6 passes for their
coaches and administrators.
